Abstrak

Sexual harassment or sexual harassment is basically a part of gender violence, meaning that these two forms of violations of women's rights are committed not solely because of spontaneity or simply channeling male libido, which can no longer be delayed, but this incident occurred because in behind the minds of both the perpetrator and the victim. In various cases of sexual immorality or other violence, the victim is often blamed. The meaning of obscene is something that violates decency which is carried out by actions. In contrast to the definition of obscene, pornography is defined as a violation of decency by means of writing or images. Obscenity committed against fellow minors will certainly have an impact on psychological and other developments for the child, especially for the victim. The psychological impact on children will give birth to prolonged trauma which can then lead to unhealthy attitudes, such as insecurity, excessive fear, impaired mental development, and ultimately resulting in mental retardation. This situation may become a bad memory for the child victim of sexual abuse. The active role of law enforcement officials in tackling decency crimes is urgently needed. Violence against children continues to increase every day, even though the Criminal Code (Kitap Law Penal) has written legal rules on sexual immorality and Law No. 23 of 2002 on Child Protection .In general, cases of sexual immorality have occurred in the past few years, especially in Indonesia. From the results of previous research, it was found that there were 5 factors that could lead to a crime of sexual immorality, including low education and economic factors; environmental and residential factors; liquor factor (alcoholic); technological factors; the role of the victim factor.Law No. 17 of 2016 is a regulation that explains the stipulation of Perpu No. 1 of 2016 becomes law. Thus there are several changes in Law no. 35 of 2014 concerning Child Protection. So that the provision of criminal sanctions for the crime of obscenity is regulated in 81, 81A, 82, and 82A. Key Word: Fornication, Son
