Abstrak

The circulation of alcohol in the city of Surabaya itself has actually been regulated in such a way as to minimize traders selling alcohol, namely the existence of a Trading Business Permit (SIUP). However, the reality on the ground is very different, it is found that many small businesses owned by individuals have escaped law enforcement officers. As I have ever met myself on the Jl. Bratang Kalisimo, Gubeng, Surabaya there are traders using small stalls. Their selling system seems cat-and-mouse because it doesn't show them selling. They make transactions on the bridge, but the goods being sold are in the merchant's house.
